The Kwajalein Atoll Local Government (KALGOV) was established in 1980 following the formation of the National Government of the Marshall Islands in 1979. On May 1, 1979, the Marshall Islands adopted its Constitution, which established both national and local government systems.

Article IX of the Constitution grants the people of every populated atoll or island the right to a system of local government, with authority to enact ordinances within a five-mile jurisdiction. The Local Government Act of 1980 outlines the structure and operation of local governments.

KALGOV formally adopted its Constitution in 1982, providing the legal framework for its governance. This Constitution was first amended in 1984 and has undergone several amendments since.

The KALGOV Council consists of 10 members, which consists of the mayor, who serves as the head of the local government. The current Mayor is Hirata Kabua. Eight at-large members who hold land rights within Kwajalein Atoll, and one at-large member who does not hold land rights within the Atoll.
