Scope (Supply Only)

KalGov is seeking vendors to supply a complete solar street/area lighting package, 100 units, including Solar luminaires (“lights”), poles and mounting hardware, export packaging and shipment coordination to Ebeye Port, minimum 3-year warranty, spare parts, and maintenance education/training.
Installation is explicitly excluded (no on-island field labor/commissioning/civil works).

Minimum Technical Requirements (Highlights)

Lights

Minimum 30W LED.
≥150 lm/W, ≥50,000 hours LED life.
Dark-sky friendly configuration (CCT requirement).
Smart dimming required: PIR+ambient light sensor; adaptive/smart mode+fixed/manual override; must dim when no movement and restore on detection; vendor must provide evidence (mode tables/runtime curves/test data) and describe configurable parameters.

Power System

Battery ≥150 Wh Li-ion, ≥1500 daily cycles; solar panel ≥40W, life ≥25 years; charge must fully charge on an average Ebeye day (~6 hours bright sunshine); preferred autonomy ≥4 nights (with assumptions stated).

Environmental

IP65 or better, operating temperature up to at least 60–70°C, corrosion-resistant outdoor housing; certifications CE, RoHS, FCC, ISO9001:2015 or equivalent.

Poles & Hardware

Minimum 20-foot poles; corrosion-resistant coatings suitable for marine/coastal conditions in Ebeye; include all mounting brackets/adapters and corrosion-resistant fasteners.

Logistics Terms (Freight Volatility)

Proposal must include ocean freight to Ebeye Port as a line item, stating assumed container size (20-ft/40-ft), assumed order quantity, and shipment window.
Vendor must acknowledge freight rate volatility: freight pricing valid only for stated period; final freight confirmed only after order quantity and ship date are finalized and booking occurs; include true-up/surcharge documentation method.
After arrival: customs clearance and local transportation are arranged by KalGov, unless offered as optional, separately priced services.

Warranty, Spares, and Training

Minimum 3-year warranty with clear coverage/exclusions and claims process; include service contacts, RMA workflow, lead times, and optional extended plans.
Provide recommended spare parts list and a replacement parts pricing schedule.
Provide maintenance training and materials; required topics include smart mode tuning, preventive maintenance, solar cleaning, battery replacement, troubleshooting, and spares handling/storage.
