Kwajalein Atoll, Republic of the Marshall Islands – May 19, 2025 – In a heartfelt gesture that reflects a deep sense of community and appreciation, the Kwajalein Atoll Local Government (KALGOV) has unanimously passed a resolution honoring Colonel Andrew R. Morgan, the outgoing commander of the U.S. Army Garrison-Kwajalein Atoll (USAG-KA). The resolution expresses profound gratitude for Colonel Morgan’s dedicated service to the people of Kwajalein Atoll and the broader Republic of the Marshall Islands.
Colonel Morgan, an accomplished emergency physician in the U.S. Army with a specialization in primary care sports medicine, is a proud graduate of the U.S. Military Academy at West Point and the Uniformed Services University of the Health Sciences. Since taking command on June 28, 2023, he and his family have made significant contributions to the local community and fostered strong ties between the garrison and the residents of Kwajalein and Ebeye.
Throughout his tenure, Colonel Morgan initiated several innovative programs aimed at enhancing communication and understanding between the military and local residents. Notably, he launched the first-ever Walking Town Halls, which allowed him to visit RMI workers at their workplaces alongside Mayor Hirata Kabua. These events have been instrumental in bridging the gap between KALGOV leaders and the Marshallese workforce, enabling direct dialogue about working conditions and community concerns.
In addition to the Walking Town Halls, Colonel Morgan co-chaired the Community Relations Council, where he worked collaboratively with local leaders to address community issues and promote mutual understanding. He also revamped the Newcomers Island Orientation program by including a visit to Ebeye, allowing new USAG-KA residents to engage with the Marshallese community right from the start.
Perhaps one of his most impactful contributions was establishing an Ombudsman role on Kwajalein, which serves as a mediator to address employment issues faced by the Marshallese workforce. This initiative demonstrates Colonel Morgan’s commitment to ensuring that the voices of local workers are heard and respected.
The resolution passed by KALGOV on May 19, 2025, underscores the tremendous respect and admiration held for Colonel Morgan by the local community. In a moving acknowledgement of his service, KALGOV stated that his contributions have significantly improved relations with the RMI workforce and enhanced the quality of life on the Atoll.

The event will feature a vibrant array of performances from both local and overseas artists such as Yastaman and Zeah, Sam Mielz from Samoa and Paeva from Solomon Islands, showcasing the rich cultural tapestry of the Republic of the Marshall Islands. This festive gathering will not only honor Colonel Morgan’s contributions but also serve as a fitting tribute to the bonds he has helped strengthen between the military community and the residents of Kwajalein. Attendees will have the opportunity to reflect on cherished memories while enjoying a night filled with music, dance, and camaraderie as they extend their best wishes to the Morgan family on their new journey.
